No. Backup is included only when the order specifies the destination, frequency and retention.
Yes when application management is explicitly scoped. A managed operating system does not automatically include every application or third-party plugin.
The selected placement is confirmed in the final proposal. We do not describe a workload as EU-only or Greece-only unless that placement is part of the order.
